Annie begins to explore and befriends a dog, whom she names Sandy. She comes across a town named Hooverville, full of former wealthy people who were left homeless due to the crisis led by the Great Depression. The cops siege the city and capture Annie, returning her to the orphanage.

As a punishment, Miss Hannigan gives Anniw twice as much chores. Just as she is working, Grace Farrel, assistant to the billionaire Oliver Warbucks, comes to the orphanage looking for a child to spend Christmas with them at the mansion. After seeing all the work that was given to Annie, she decides to take her.

Grace introduces Annie to the mansion and the staff, clarifying that she will now have everything she ever wanted. When Oliver Warbucks returns home, he is surprised to find Annie, as he is certain the orphanage is for boys only. Annie makes it known that she’s never been to New York, and instead of taking her to the movies, Warbucks decides to introduce her to New York City himself.

Feeling uncertain about his choice to adopt a child, Warbucks ponders what to do. After seeing a broken locket around Annie’s neck, Warbucks decides to buy her a new one to replace Anni’es broken one, but she refuses saying that is the only thing she got left from her parents. Warbucks pledges to find her parents and appoints the FBI to do the job. In the meantime, Miss Hannigan, her brother, and his girlfriend begin to scheme a plan to prevent Annie from getting her happy ending.

Warbicks begins a campaign offering $50.000 to whoever can prove they are Annie’s biological parents. Meanwhile, Warbucks takes her to meet the president who is instantly dazzled by her brilliant optimism. Once they return to his mansion, Warbucks tells Annie he has come to care for her, and given the number of frauds that have appeared claiming the money, he would like to adopt her, to which she gleefully agrees. Just as everything seems to be going well, Miss Hannigan’s brother and sister-in-law knock on Warbucks’ door and present forged papers and the other half of Annie’s locket as proof.

Having “found her parents”, both Warbucks and Annie lament that they might have to diverge paths, yet he requests she stays one more night. The following morning, the FBI along with the president shows up at Warbucks’ doorstep to prove Miss Hannigan’s lie, admitting that Annie’s parents died a long time ago in a fire. After learning the truth, Miss Hannigan and her henchmen get thrown into a psychiatric hospital. Warbucks adopts Annie, while Colin’s wealthy friends adopt the other orphans. Annie and Warbucks happily embrace the new life that awaits them.
